{\noindent Gentlemen:}

This letter is being submitted to meet your request for a letter of
instructions signed by me in reference to the transfer to my name of the
440.960 shares of Dreyfus A Bond Plus Inc. fund, regular account number 084
00101340-8, held on your books in the name of Bernice D. Samuel,
identification number 144-07-2677, now deceased.

My instructions are: Please transfer account number 084 00101340-8 to my
name, Arthur L. Samuel, Social Security Number 091-09-8617. My home is at
501 Portola Road, The Sequoias Box 8214, Portola Valley, California 94025.
Also please arrange for me to have the same check-writing privilege as
formerly held by my deceased wife.

There has been some confusion in your organization regarding my request
for forms which I first made by phone in August, later repeated by my
letters of September 22, October 11, and October 19, 1982, as well as by
several phone calls, the latest being on November 11th. None of the
earlier requests was ever answered until now. I have now received three
sets of forms, one dated 10/30/82 which was apparently mailed on November
8th, a second dated 10/20/82 which was mailed on November 9th, and a third
which appears to be a duplicate of the earlier one dated 10/30/82 which
was mailed on November 16th. The two sets differ in their requirements.
To avoid further delays, I will attempt to meet the requirements as set
forth by both sets.

I must, however, take exception to the request for a ``court certified
copy of the community property agreement'', since this is neither
available nor is it required in California (a so-called community-property
state) where the presumption is that all property held in either spouse's
name is community property. The application of this to the Dreyfus
shares held in Bernice Samuel's name is confirmed by the
Community Property Order, a certified copy of which is enclosed.

I am enclosing: 1) The two differing copies of your form 1-620-8102 which
you sent me, 2) A Stock Power Assignment Form signed by me as the
surviving spouse, with my signature guaranteed, 3) A State of California,
Consent to Transfer form signed by Kenneth Cory, California State
Controller, 4) A certified copy of the Community Property Order signed by
V. Gene Mcdonald, judge of the Superior Court. This should serve both for
the Copy of the Community Property Agreement requested on your form dated
10/30/82 and for the ``Court Certified Copy of Certificate of Appointment
of Executor(s)...'' requested on your form dated 10/20/82, 5) An Affidavit
of Domicile for me as the surviving spouse, 6) A Certificate of Waiver of
Transfer Tax form, 6) A duplicate Certificate of Death form as requested by
your form dated 10/20/82, and 7) An Open Account Application Form.

I am quite concerned about the length of time that has been involved in
arranging this transfer and I will appreciate your prompt attention to it
at this time.

\hfill Arthur L. Samuel}

{\noindent Gentlemen:}

Not having received an answer to my letter of September 22nd, nor to my
follow-up letter of October 12, 1982, I am writing yet again in regard to
the Dreyfus A Bond Plus, Regular Account Number
084 00101340-8, Taxpayer Identification No, 144-07-2677 held in the
name of Bernice D. Samuel, 501 Portola Road, Portola Valley, Calif. 94025.
This account contains 440.960 shares that are held by the bank.

My previous letters were addressed to your bank as agent for the Dreyfus
Mutual Funds as I had been advised to do. I have complained by phone on
two different occasions. I am now advised to write to the Legal
Department of The Bank and to send my letter by registered mail.

My wife Bernice D. Samuel died on May 24, 1982, as attested by a copy of
the death certificate that I am enclosing.

I also have at hand a court order from the Superior Court of California,
County of San Mateo, Hall of Justice and Records, Redwood City, Calif.
Case Number 73974, dated August 26, 1982 and signed by V. Gene McDonald,
Judge of the Superior Court, stating that the described property,
including the Dreyfus A Bond Plus account in the name of Bernice D. Samuel
``is community property and passes to Arthur Samuel, the surviving spouse
and no administration thereof is necessary''.

Will you please, therefore, send me the necessary forms to change this
account to my name. Mrs. Samuel was authorized to sign checks against the
account, although, I believe, she never exercised this privilege. I
would like to have this feature continued in my name.

I have been depositing the monthly dividend checks in a
now-otherwise-unused joint checking account with The Bank of America, that
I have continued to maintain for this sole purpose.
